Cebu Pacific Question?!!!!!!?

I am going to the Philippines on the 15th of August, so now I'm looking for plane tickets and where I can hopefully find a great deal. I checked out Cebu Pacific, and I found a very reasonable price for a ticket to Tacloban City from Manila. Then, I found out that you can only check in 20kgs of luggage for free and then they'll charge you for the excess. I'm taking 2 bags with me since I can bring 2 bags not weighing more than 50lbs with EVA air. What should I do? Should I just find another airlines or am I not understanding something?

Another thing, since I'm getting all of my information online, is it true that I can check in 2 luggages not weighing more than 50lbs? Because this sounds like a good deal if it's true. And, can I use a debit card to purchase tickets? And can I purchase plane tickets for my flight in the Philippines here in the U.S? This is all very confusing. Thanks!
