Carry-on luggage question; how strict are they about size?

I have a bag that is 24" by 11" by 11" (46 linear inches). The airlines are saying 22" by 14" by 9" (45 linear inches). I'm not really looking into buying another piece of luggage, nor am I interested in wasting $50 (total) for checked luggage. Anyone have any actual experiences with this and know how strict they are?

Considering the expense I wouldn't risk it. These days most of the airlines are pretty strict and looking to make money however they can.

Where can I get a replacement wheel of Rimowa Luggage?

American Airlines broke one of four wheels of my Rimowa Luggage, TOPAS multiwheel 104L, at the Indianapolis Airport. I think I can fix it, just replace the wheel, but I cannot find it in Indiana nor any online shop. Does anybody know where I can find and get it?
I'd like to know which online shop I can get it, as I don't want to bring the damaged luggage to the shop.

Where can I get lots of cheap or free things that teen girls might like?

I would like to start a charity that gives orphaned kids and teens a suitcase full of luggage, games, toys, etc. because recently I learned that most foster parents do not take very good care of these poor kids and don't buy them things they need, like clothes, shoes, toys, etc.

I would like to start small - and I think that filling up backpacks/large purses with girl necessities like deoderant, stuffed animals, perfume, hairbrush, books, little knick knacks that under privlidged teens might enjoy recieving.

I actually have 2 questions.
1. What are some nice things to put in the bags?
2. Where can I find these items for cheap or for free? Are there any companies that might be willing to donate bags, some of their products, possibly even sponser me to help get this idea off the ground?
