How good is the security at the airport when it comes to checking luggage?

Usually it's REALLY thorough.
However, I made it from Chicago to Washington DC to Munich, and back from Madrid to Brussels to Washington DC with one of those math compasses (you know, the ones with the pencil and the pointy end you use to draw circles) in my carry-on (it was my backpack). I didn't realize I had it in there until FINALLY someone saw something in the x-ray and got suspicious when I was going through security to go back to Chicago. When the guy found it in my back, he still let me keep it.
So I don't know what that tells you..

what is in a luggage lock that would cause cancer?

I just bought a TSA-approved luggage lock at Target. When I opened it, I discovered a warning on the package that the lock contains a chemical known to cause cancer and birth defects. Wash hands after using.

What could be in a LOCK that is so dangerous that you can't touch it?

Sort of makes it seem unfit for use. Why would they sell that?

I'm guessing that it's on there because the lock is also sold in California, where they have legislated that anything that might remotely cause cancer or birth defects must be labeled.
I wouldn't worry about it.
Could be minute traces of lead, or something in the lubricant.

We have a layover in D.C. and want to visit the White House. Where can we store our carry-on luggage?

We have about an 8-hour layover in D.C. and want to take advantage of the opportunity to visit the White House. However, visitation rules do not permit any kind of luggage and we cannot store it at the airport. We don't know anyone in D.C., but think there are probably some places we could store them. Anyone have a suggestion?

I very much doubt there are storage facilities in any of the DC area airports. Which one are you flying into?

My best suggestion would be to find a nearby hotel, and ask (read: tip) the bell captain if you can store your luggage for the afternoon... I'm sure it won't be a problem. Or, just say you'll be checking in later, you just need to drop off real quick.

As for the White House itself, I don't think there are readily available tours, but you can still walk around it.

Flying to Japan from USA; I'm unclear about restrictions bags/luggage; TSA guidelines?

I have been looking online for information about this but I'm a little frustrated because I can't fine clear cut information. Specifically, I am flying from the US to Japan (with a stop in Korea). I am flying on Asiana Airlines.

- I am planning to check one luggage piece, and to have a backpack and laptop case with me on the plane. Am I allowed to bring two carry-on pieces (backpack and laptop case)?

- Do TSA regulations apply to me since I'm flying internationally? For instance do I follow the regulations for carry-on liquids from TSA or are the separate regulations for traveling outside the US?

- Is toothpaste considered a "liquid or gel"; can I bring this on a plane?

You should be fine. You are allowed 1 standard carry on luggage, and one personal item (backpack, purse, ect) TSA regulations won't exactly apply to you since you are flying in. It is only when you fly out that it really applies. However, if you have a connection in the USA, some airports (like O'Hare) require you to go outside of security to get to a different terminal for domestic flights. This causes much confusion to foreign travelers carrying duty free. I always feel so bad for them and their bottle of Johnny Walker. Because yes, they do get disposed of and not taken home by TSA.
I have heard that most countries have adapted similar regulations so it may be a good idea to either check on them before you travel, or just stick to TSA rules.
And yes, toothpaste is considered a liquid/gel. As I always tell everyone, if you can't knock on it, and make a solid noise, it's a gel. I had to throw out some salsa and cheese dip today because the lady called American Airlines to ask the regulations. Sorry lady, but they aren't TSA.
